Substitute Theo Walcott's swerving 25-yard strike hauled England level before he crossed for Welbeck to flick in a backheeled winner to knock Sweden out.
The win was England's first competitive victory over Sweden and leaves them needing just a draw against Ukraine in their final group game to reach the quarter-finals of Euro 2012.
There was little sign of the trouble to come for England after Carroll put them ahead as Sweden rarely threatened.
Swedish manager Erik Hamren must have had some harsh words for his side at the break as they came out with renewed purpose for the second half and did not take long to equalise.
There was a touch of fortune about the equaliser when a Zlatan Ibrahimovic effort deflected to Mellberg and his shot went in despite keeper Joe Hart getting a hand to the effort.
Mellberg's second came as a result of poor marking as he was left free to head in a free-kick and stun England.
England manager Roy Hodgson threw on Walcott and it proved an inspired decision.

Walcott's long range shot brought England back on level terms before his mazy run and his cross was finished off in style by Welbeck.
